Domestic calls from non-Twilio numbers are best effort. On August 3, 2019, the international dialing mode to Mexico for mobile numbers changed from +52 + 1 + 10 digits to +52 + 10 digits, eliminating the 1 that now identifies the mobile numbering, and leaving it at just 10 digits after dialing the country code +52. Calls are at risk of either being blocked or charged at a higher rate if the legacy dialing plan is used. Please read the official notice from the regulator. |
