30569: Call-to-Action is missing the message and data rates disclosure

The Call-to-Action (CTA) does not disclose that message and data rates may apply to the messaging program.

This error concerns the CTA. A rates disclosure missing from Terms of Service is covered by 30562. Disclosures in an automated HELP response are a separate check.

• The opt-in disclosure omits the required message and data rates statement.
• The statement appears in Terms of Service but is absent from the CTA.

• Add the exact disclosure "Message and data rates may apply" to the CTA where consumers consent. This phrase illustrates the rates element only, not a complete compliant CTA.
• Provide updated evidence showing the complete CTA for registration review.
