30554: Charitable donations collected insecurely over SMS

This error applies to both Toll-Free Verification and A2P 10DLC registration.

Donations must not be collected, authorized, or completed through SMS keyword responses, dollar-amount replies, or other text-based payment methods.

• The program prompts donors to "Reply with a dollar amount to charge your card on file".
• The program asks for payment or billing details directly inside the text message thread.

• When a user texts a keyword such as "DONATE", reply with a secure HTTPS link to an external page where the donor can process payment themselves.
• Remove any text-based payment collection from the messaging flow and resubmit.
