Twilio rejected your Toll-Free Verification submission because the business or messaging program in the submission was identified as gambling-related. Toll-Free numbers must be verified before they can send messages to the United States or Canada. As of January 31, 2024, messages from unverified Toll-Free numbers are blocked until the number is verified. (help.twilio.com(link takes you to an external page))

During verification, Twilio reviews the business that is sending messages, the declared use case, sample messages, web presence, opt-in flow, and linked terms or privacy policy. (help.twilio.com(link takes you to an external page))

  • Your submission described a gambling business or a gambling-related messaging program. (help.twilio.com(link takes you to an external page))
  • Your website, brand, or sample messages referenced a forbidden gambling category such as casino apps, gambling websites, sweepstakes, 50/50 raffles, or betting and sports picks. (help.twilio.com(link takes you to an external page))
  • Information in the submission made the use case appear to fall into a forbidden gambling category. This is an inference based on the information Twilio reviews during Toll-Free Verification. (help.twilio.com(link takes you to an external page))
  • Do not submit or resubmit this Toll-Free number for SMS or MMS in the United States or Canada if your actual business or use case is gambling-related. Gambling traffic is prohibited on Toll-Free, Short Code, and Long Code routes in the United States and Canada. Rejections for content or Messaging Policy violations cannot be resubmitted.   • If the rejection was incorrect, contact Support and provide additional information that clearly explains your business and messaging use case.
  • Review your business description, website content, sample messages, opt-in flow, and policy links to make sure they accurately represent a compliant non-gambling use case before you submit a new verification request for an eligible program.   • If you need to reach recipients for a use case that cannot be approved for SMS or MMS, use a different channel only when the use case and channel meet the applicable policy requirements.
