30032: Toll-Free Number Has Not Been Verified

This error is returned when you send a message from a Toll-Free number to a mobile subscriber in the United States or Canada before Toll-Free Verification is approved. As of January 31, 2024, traffic from unverified Toll-Free numbers in Restricted or Pending status is blocked and returns 30032. (help.twilio.com(link takes you to an external page))

Possible causes

  • The Toll-Free number has not been submitted for verification and remains Restricted or Not verified. (help.twilio.com(link takes you to an external page))
  • The verification request is still in review, so the number is Pending or Verification in progress. Pending Toll-Free traffic to the United States and Canada is blocked until approval. (help.twilio.com(link takes you to an external page))
  • The verification request was rejected, so the number is not approved for messaging traffic.
  • Open Console, go to Phone Numbers > Manage > Active numbers, select the Toll-Free number, and review the status in the Regulatory Information tab. (help.twilio.com(link takes you to an external page))
  • If the number is not verified, submit a Toll-Free Verification request in Console or through the Messaging Compliance API. Do not send traffic from the number until the verification status is approved.
  • If the verification was rejected and the request is eligible for edits, correct the rejected information and resubmit it before the edit_expiration deadline. Twilio sets this edit window to seven days from the initial request.
  • If the rejected request is not eligible for resubmission, review the rejection details, correct the underlying business or use case information, and submit a new verification request for the number.
