# 30555: First message sent without documented prior consent

Log Type: APPLICATION

Log Level: ERROR

## Description

This error applies to both Toll-Free Verification and A2P 10DLC registration.

You must collect explicit consent before sending the first message to an end user. The submitted proof must show the step where the user actively granted permission.

### Possible causes

* The opt-in proof shows an outbound message to the end user but not the step where the user granted permission.
* The proof shows a confirmation or automated reply without the preceding Call-to-Action, web form, or intake form that triggered it.

### Possible solutions

* Submit visual proof of the complete opt-in sequence, clearly showing the step where the user consents before receiving the first message.
* Resubmit once the full opt-in flow is documented.
